* chore: bump object-bucket-claim chart to 0.1.9

* fix: make 5.x Velero chart adopt 4.x hook-installed resources

* fix: remove active remediation for Velero

Now that we set Helm annotations/labels on the 4.x resources
created by Helm hooks to ensure their adoption by a 5.x chart,
the active upgrade remediation by rollback
(which already has been of questionable usability)
becomes outright harmful, as it removes these annotations/labels.

* fix: remove trailing whitespace
