Update logic for calculating billing term codes

Why these changes are being introduced:
*The logic we were using to calculate billing term codes
was incorrect and would sometimes apply the wrong billing
term, resulting in errors when trying to upload the data file to
Student Financial Service's CHASS system.

How this addresses that need:
* Changes how the billing term is calculated to correctly align
with the billing term schedule as defined by Student Financial Services
