Fixes and format change for --ec-levels option in firmware commands

Details:

* The format for specifying the value for the --ec-levels options is
  a bit complicated, e.g. --ec-levels "{P12345: '001', P12346: '001'}".

  This change simplifies that to --ec-levels "[P12345.001, P12346.001]".

* Moved ec-levels parsing into a new helper function parse_ec_levels() and
  added unit tests for it.

* Removed result from cpc.delete_retrieved_internal_code() because that
  is always empty in case of success. The message is only present in
  case of error, and then it is part of the exception.

* Fixed an error with accessing option --all-concurrent.

* Made wording of help text consistent by changing 'Lists' to 'List'.
