Make scipy imports on default path lazy (#11757)

* Make scipy imports on default path lazy

The scipy subpackages are typically fairly heavy, and we want to delay
importing them until they're actually used.  This makes two such imports
lazy, which are either newly on the import path, or a new import
introdcued at around the same time.

* Add scipy imports to optional checker
