Add memoize to determine_best_offsets

Offsets determined each day get timestamp of previous midnight.
Floor the coincidence timestamp to midnight.
So now only needs to do path finding once per day,
per combination of stations in the coincidence.
Or only once per day of the station numbers are fixed.
