* Re-factor / re-package

This is to be able to push to PyPI and have the tool installable via
pip.

- use PDM for dependency management
- re-structured the project into a src folder
- added lifecycle support
- added command line flag to separate out configurations into individual
  files.
- support multi-line configurations introduced with the CML 2.7 release

* added correct email address

* more (cosmetic) updates

* Unit testing, documentation update, automation

- added unit tests
- enable gh action workflow on cml2tf branch
  - run unit tests on gh
  - publish test coverage on coveralls.io
- updated README

* handle empty configs

* no null configurations

* minor changes to prep for merge

* small fixes

- updated PDM to 2.12.2, changes the "application" setting in
  pyproject.toml
- updated dependencies
- made a few changes to the README
