Move the POSKeyError for loadBefore of undone objects to a better place.

Upon reading IStorage.loadBefore docs, it becomes apparent that having
no ``end_int`` is valid. The only thing that's not valid is finding a
``start_tid`` but no data record, so that's where we raise the exception.
