Add delegation commands to CLI (#1889)

* Add skeleton for delegation commands and update other commands that can be typed

* add reclaim_excess flag

* add inner methods

* Fix delay and destroy delegations

* comment out missing methods

* Use a catchall to accumulate remainder values

* Add native tokens requirement

* revert to simpler method

* remove unnecessary check

* fix test

* fix another test

* reverse the iteration so the functionality remains identical

* remove lifetime

* order!

* Small improvement, clippy
