Remove edit email code TTL constraint

If an email is edited more than once while there's a verification code for that email considered valid (i.e., the code TTL), then the email cannot be edited during that time window.

 This is more restrictive for the users as this action is also authenticated. A user should be able to change the target email while the code is still valid.
