Commit Message

refactor: move stanza/package evaluation from Only_packages (#9879)

Previously, one would need to remember whether to use [Only_packages] to
[Dune_load] to access stanazs or packages. Now, everything lives in
[Dune_load] so it's not possible to confuse.
