IGVF-1399 Add a new dropdown module (#408)

* Update npm packages.
* Prototype of dropdown module working. Still needs lots of cleanup.
* Add a root-level portal div to render the dropdown into. Add exported constants for dropdown alignment and aria-haspopup types. Correct comments.
* Update the human-donor page to remove some now-unused test code. Will remove all changes when merging to dev.
* Add Jest tests for the dropdown component.
* Add documentation for the dropdown module.
* Add a getter and setter for the isVisible state in the dropdownAttr object. Update the documentation and finalize the temporary QA code in human-donor.js.
* Temporarily change the cdk config to point at the igvfd dev demo.
* Update the dropdown Jest test for the getter and setter.
* Revert changes needed for QA, including the sample buttons on the human-donor page and the cdk change.
