Change how the edit last item feature works

Based on PR comments I had before merging

- Make it a window action and not an application action
- Make it comment out the entry in timelog.txt instead of removing it
  entirely
- Make it reload the file instead of trying to keep in-memory data
  structures in sync with file contents
