Prevent explicit use of `any` (#1060)

This enables the [`no-explicit-any` TypeScript lint rule](https://typescript-eslint.io/rules/no-explicit-any/) which prevents explicit usage of `any` to increase type safety.

* Enable strict mode

* Enable `noImplicitAny` in TypeScript

* Fix test

* Add type to returned `body`

* Simplify declaration for `postgres-shift`

* Throw `NetworkRequestError`/`NetworkResponseError` in `FetchNetworkService`

* Remove lint

* Prevent explicit use of `any`

* Remove instance check and use generics for providers

* Don't log `typeof`

* Keep rejection message simple
