Enhanced EC2 utility functions with improved error handling and documentation. (#514)

**Added:**

- `GetSubnetRouteTable` function to fetch the route table ID for a given subnet.
- Error handling to `GetSubnetID` for improved debugging and user feedback.
- Documentation for `GetSubnetRouteTable` and `ListVPCs` functions in `README.md`.
- `ListVPCs` function to list all VPCs in the AWS account.
- Unit tests for `IsSubnetPublic`, `GetSubnetID`, `GetVPCID`, `ListVPCSubnets`,
  and `ListVPCs`.

**Changed:**

- Refactored `IsSubnetPubliclyRoutable` to `IsSubnetPublic` for clarity.
- Updated `GetVPCID` documentation to better describe its functionality.
- Renamed `ListSubnetsForVPC` to `ListVPCSubnets` for improved clarity.
- Improved error messages in `GetSubnetID`, `IsSubnetPublic`, and `ListVPCSubnets`
  for better user experience.
- Updated unit tests to accommodate changes in function names and logic.
- Modified `GetVPCID` to retrieve VPC information based on the provided name.
- Enhanced error handling in `GetSubnetID`, `IsSubnetPublic`, and `ListVPCSubnets`
  for more informative messages.
- Adjusted `ListVPCSubnets` to filter subnets based on the public/private status.

**Removed:**

- Redundant error checks and simplified code in `GetSubnetID`, `IsSubnetPublic`,
  and `ListVPCSubnets`.
- Unused imports and variables in test files to clean up the codebase.
