IGVF-1365 Display file sizes in human-readable format (#400)

* Add a new function to convert numbers to a small display with a magnitude based on powers of 2. Use this function on file summary pages. Update npm packages.
* Use new file-size display on report pages and file tables used on various summary pages.
* Use powers of 10 instead of powers of 2. Adjust the Jest tests to account for this.
* Temporarily point igvf-ui demo at igvfd dev demo.
* Make file-size cells display conditionally.
* Make FileSize cell renderer slightly more efficient.
* Allow for the display of files with a zero file size.
* Add Jest tests for the FileSize cell renderer.
* Rebuild package-lock.json after rebasing to dev.
* Revert temporary cdk config change.
