Fix minor-version-upgrade-util to pick correct expected output in case of non-default server collation (#2311)

Currently in version upgrade test framework for path with minor version upgrade and with non-default server collation,
when verify scripts are tested it picks the expected output from expected folder instead of picking it from
corresponding server collation expected output folder. This PR will fix this

Test: Added upgrade path [15.2 --> 15.latest] with server collation name: chinese_prc_ci_as to test this above change.
