Various cleanup and fixes

- Separate api into individual files
- Rename NotifyCmdType to  NotifyOrWriteCmdType in function data cmd and set Function cmds having a filter
- Rename methods in FeatureLocal to reflect the trigger a call to a specific remote device
- Remove NotifyData and WriteData from FeatureLocal, they are not needed
- Remove SetData from FeatureRemote, as it doesn’t provide anything in addition to invoking UpdateData directly
