Replace jshint with Code Climate's eslint

**Why**:
- jshint depends on therubyracer, which depends on libv8.
The latest version of libv8 wouldn't install on Ruby 2.3.1, which
prevents us from upgrading to Ruby 2.3.1

- ESLint is the preferred linter these days, and with Code Climate,
we can get rid of the gem and just rely on the pull request
integration to detect offenses.
