* Adding a stale workflow check into the taskvalidator along with the deletworkflow

* Removed the taskvalidator call from history as we have plns to put it in the execution layer

* Cleaned up the code and removed unnecessary call to staleworkflow

* Resolved code comments and mocked deleteworkflow

* Added a test for deleteexecution

* code cleanup and nit changes

* fmt changes

* Resolved nit comments
