* Create .node-version file

* Fix `gl` build error via dependency resolution

Also bumps the version of `node-gyp` transitive dependency to address a
security vulnerability.

* Bump `gpu.js`, `gl` dependencies in ./sicp_publish

* Update CI workflows

Bumps dependency versions, as well as remove manual caching.
