IGVF-418 Display live indexing state (#392)

* Add new /indexer-state endpoint to retrieve the data provider’s indexer data. Add test code to `<Site>` to make sure we can poll the server. Add a basic shape to navigation for the indexer info, though it just appears as a non-functional shape for now. Update npm packages.
* Remove unnecessary `<div>` from indexer-state icon.
* Update package-lock.json after rebase to dev.
* Complete wide version of indexed and indexed-and-requesting status badge.
* Make the non-indexing state work for the collapsed menus.
* Simplify the badges to use divs instead of the now-unneeded SVG elements.
* Make the indexing state work for collapsed and expanded modes.
* Allow admins to force a request on click.
* Add a tooltip to the indexer-state badge.
* Make the indexer-state badge display correctly in dark mode. Modify the colors of light mode slightly.
* Handle null response from /indexer-state.
* Set final request interval.
* Small fixes and comment corrections.
* Add Jest tests for the indexer state component.
* Make indexed checkmark appear in Safari.
