Initial Commit

Why these changes are being introduced:
Initial cleanup of template repository plus initial configuration of
necessary pieces for Lambda@Edge <--> CloudFront integration. The
Python app in here is named correctly, but otherwise does nothing.

How this addresses that need:
* Clean out unnecessary files from template repository
* Update file names for consistency with Lambda@Edge configurations for
MIT Libraries CloudFront infrastructure
* Add default `create-zip` and `upload-zip` Makefile commands for
developer use
* Add GHA workflow for CloudFront redeploy (dev-cf-redeploy-only.yml)
* Add GHA workflow for full Lambda@Edge deployment process
(dev-cf-deploy-lambda.yml)
* Update README

Side effects of this change:
None. The make commands and the GHA workflows will upload a new .zip
file to S3, but this zip file is NOT referenced by the Terraform code
that manages the CloudFront distributions, so this code will NOT get
loaded into the Lambda@Edge function that Jeremy is currently testing.
