Add web app link substitution and add explorer URL to address HTML (#1009)

This updates the`substitutions` for (unknown) recovery emails to adhere with proposed designs.

The `PushWooshTemplate` service has been modified to expose two methods: `addressToSafeWebAppUrl` and `addressListToHtml`:

- `addressToSafeWebAppUrl` takes a `chain` and `safeAddress`, combines them with a new `safeWebApp.baseUri` configuration value and returns the root URL of the Safe{Wallet} web app for the given Safe Account.
- `addressListToHtml` generates a pre-formatted `ul` element, made up of the given `addresses`. Each item has a link to the relevant block explorer for that `chain`.

Leveraging the above, unknown recovery attempts are now only provided with `webAppUrl` and recovery attempts with `webAppUrl`, as well as the predicted `ownersListHtml` and `threshold`.
