new stdstars fit (#206)

* import modification from branch desispec_pecvel

* first version of flux calib refactoring running but still slow

*  add multiprocessing

* fix redshift error in compute_chi2

* fix FEH sign bug

* support new basis templates wavelength HDU

* update pipeline to work with new stdstars options

* fix inputs for fluxcalib binscript test

* fix double return redshift

* preselect models based on colors. the color can be chosen on the command line arguments, default is 'G-R', automatically translated to the actual filter set used, here in the sims 'DECAM_G-DECAM_R'. the max color difference is also a argument, 0.1 mag by default : gives a preselection of 57/616 models. IMPORTANT WARNING : no information about the magnitude errors nor MilkyWay extinction in FIBERMAP : we have to add this information and adapt the code accordingly.

* add pool.close() and pool.join()

* default nproc for desi_fit_stdstars

* fix merge conflicts

* update stdstar parallelism nproc
