Feature: support FIXED-only widgets and FIXED rendering for Columns (#731)

* Feature: support FIXED-only widgets and FIXED rendering for Columns

* `ColumnsError` subclass `WidgetError`
* Unify widget pack/render/input/cursor operation arguments collection
* `Button` / `CheckBox` / `RadioButton`: not need to enforce sizing
  FIXED is supported due to `Text` support `Fixed`

Note: FIXED operations are not using caching for calculation

Tests for `Columns` moved to the separate file `test_columns` from `test_container`

* Allow to shoot in the leg with wrong sizing (`PACK` `BOX`) size calculation
* Follow focus while calculating initial weighted size for fixed render
* Prevent Weight FIXED only as it cannot be properly rendered

* Allow to render BOX columns as FLOW without mark in box_columns
and produce warning

Originally it was not allowed behavior,
but at the same time was allowed to do with:
* `get_cursor_coords`
* `move_cursor_to_coords`
* `keypress`
* `mouse_event`
