IGVF-1364 Add new tooltip components (#386)

* Update npm packages.
* Integrate new tooltip code. Convert schema index page to use the new tooltips.
* Remove react-popper npm package as it was needed to adjust the placement of headless-ui-based tooltips, but with floating-ui-based tooltips having this functionality built in, we don’t need this package anymore.
* Update the comments.
* Add TooltipRef and Tooltip Jest tests. Removed checking for invalid React children because I can’t think of a way to even check that.
* Add documentation for tooltips. Update the comments.
* Correct the tooltip documentation.
* Temporarily change cdk to point UI demo at the igvfd dev demo.
* Revert change to cdk demo config.
