Changed ec_levels parm of Cpc.install_and_activate()

Details:

* The newly introduced  Cpc.install_and_activate() method has an 'ec_levels'
  parameter that was documented as a list(tuple(ec,mcl)), but was sent
  directly to the HMC, which expects a list(dict(number=ec, mcl=mcl)).

  This change adjusts the implementation to match the documentation, for
  simplicity.

  The change is not formally incompatible, because the new method was
  added in 1.13.0 which has not been released yet. For the same reason,
  no change history entry is needed.
