CI: Don't run dialyzer with Erlang newer than 25.3

Dialyzer in Erlang 26 requires to add syntax_tools to applications,
but when doing that, dialyzer produces 45 errors like
  The call erl_syntax:...
  does not have a term of type ...
  (with opaque subterms) as ... argument
