feat+perf+fix: work in progress
- Move objectively unsafe CreateUnchecked to U8Marshal to further discourage creating string with potentially malformed UTF-8
- Optimize U8Info.RuneLength and clarify its behavior
- Ensure SliceRounding does not dereference past the length of the slice
- Add SplitAt(index) methods
- Add more methods and asserts to UnsafeExtensions
- Fix invalid offset calculation in U8Runes and U8RuneIndices enumerators
- Optimize SplitPair layout and construction
- Elide integer to utf8 conversion fallback if integer is a constant within cached literal range
- Bikeshed-optimize CountRunes further by incrementing pointer directly instead - it's smaller codegen and tighter loops which avoid using complex addressing modes
- Test coverage for fixed bugs
