Fix inefficient double-lookup in Bdd::ConvertGraph

The anti-pattern is recorded as a bug and general issue
all over the code.
It has been habitual to check for an existence of an element
before access,
which is unnecessarily inefficient
when the access just returns the sentinel for non-existing elements.
