* Allow using `LOG_DEPRECATIONS_WHILE_TESTING` environment variable

This matches laravel/framework#49457 feature except Testbench still logs
deprecation by default and you can disable it by adding
`LOG_DEPRECATIONS_WHILE_TESTING=(false)`
