config: use SERVER_NAME = "localhost:5000"

* Using SERVER_NAME = "localhost" now seems not to work.
* Modify dashboard_test.py to use SITE_URL instead of hardcoding.
* Remove some unused imports from dashboard_test.py.
* Add a sentence to INSTALL.rst about tests and local server conflict.
