Feature/lga 2897 dockerize project (#1223)

* LGA-2897 cla_public container created. No project is executed though

* WIP: adding depends_on

* WIP: dockerfile builds on m1 machine, but does not run.

* WIP: Revert Dockerfile back to master

* LGA-2897 Spins up cla_public to connect to local backend

* Adding in ENV configs to allow docker build on M1 laptops

* Fix docker-compose build args

* LGA-2897 docker container build and creates static file locally for development

* LGA-2876 clean up run_dev shell and added documentation for env configs

* Updating documentation for cla_backend dependencies

* Copy only required files to do npm/gulp install in Dockerfile

* Copy package.json and package-lock.json on the same line in the Dockerfile

* LGA-2897 removing google API key

* LGA-2897 Update docs/development.md
