Update README; new CI rules … (#369)

* Move Funcheck to the *Other Tools* section, since we aren't running it
on every commit now.
* Update tested compilers.
* Use `SIR_TIDFORMAT` consistently.
* Adjust compiler flags for FreeBSD and Linux DMD ImportC CI jobs.
* Add OpenBSD DMD ImportC CI job.
