[NU-1227] Notifications api endpoint with tapir (#5219)

* Replacing NotificationResources with NotificationApiEndpoints and NotificationApiHttpService

* Replaced error message when wrong HTTP method is used
Removed NotificationResources
Updated nu-designer-openapi.yaml

* Removing 'after' parameter altogether as it is not used anywhere
