Implement Content Security Policy (CSP) Upgrade for Enhanced Web Application Security (#920)

* use flexmeasures config setttings to use content over https or http

* applied pre-commit

* refactor comment

* add new config settings in documentation

* put new config settings in the UI section

* add upgrade-insecure-requests info in the doc

* add new config settings into changelog

* typo fix

* out option in docs to security group and add reason for using it
