Update Go version in workflows and refactor logging system (#478)

**Changed:**
- Updated Go version from 1.21.0 to 1.21.5 in GitHub Actions workflows.
- Refactored logging system for improved functionality.
  - Added `OutputType` enum for logger output formatting.
  - Updated `ConfigureLogger` to support colorized/plain text output.
  - Introduced PrettyHandler for colorized logging in console.
  - Modified global logger implementation for streamlined usage.
  - Enhanced `PrettyHandler` with structured logging and error handling.
  - Adjusted tests to align with logging system changes.
  - Updated logger documentation in `README.md`.

**Refactored:**
- Simplified command check in `generate-docs.sh`.
- Cleaned up logger interfaces and removed unused functions.
- Updated example and test implementations to reflect logging changes.
- Updated labeler to fit new 5.0 format
