Re-enable using C++11 regex instead of LibBoost.

This change was originally reverted since Ubuntu 14.04 Trusty LTS
still has gcc version 4.8 so doesn't support C++11 regexes yet.
However, Ubuntu 16.04 Xenial LTS is released now, and on Travis-CI
we can workaround this by installing g++ 4.9 from a PPA apt repo.

This reverts commit 4810bab46f34780a2 and
re-enables commits fe625207b98c68, 143f2e252235a2c.
