chore(pkg): Set the XDG chace dir in the env, use just one in the test (#9469)

There doesn't seem to have been any reason why there were two cache
directories, so this simplifies the test a little. It can still be
overridden to e.g. show that `--skip-update` will fail on an empty rev
store.
