fix(pkg): expand self reference variables (#9462)

{version} and {name} should always be available

This fix required refactoring environment handling. I made
[Resolve_opam_formula] agnostic to our representation of the environment
and how we tracked evaluated variables so that we can append variables
that don't need to be tracked (name & version). The end result is also
cleaner.
