BF: usage stats not being collected correctly for ubuntu/debian

Since the new PHP/SQL installation at PsychoPy.org (following a hardware
crash in April 2016) it turns out that the sys string was preventing
storage of data if it was over some length. This is now checked and
shortened to 30 chars both here and at the server (belt and braces)
