refactor: add `AlertsDecodersModule` (#894)

This adds `AlertsDecodersModule`. It combines all decoders required for Alerts into one module instead of separate providers.

* Add Test/AlertsDecodersModule

* Send unknown recovery transaction email

* Add EmailApiModule to AlertsDomainModule imports

* Check EMAIL_TEMPLATE_UNKNOWN_RECOVERY_TX is set in environment

* fix: merge issue

* fix: revert decoder mock + reduce change coverage
