Add template commands for topaz CLI (#201)

* working poc

* update templates POC

* update templates POC

* Use templates from topaz folder and build table using c.UI

* Add confirmation and force flag to install template command

* Handle relative urls in templates

* Remove seed metadata from configure and add request confirmation if config exists

* Move docker-compose and sidecar-deployment to docs deployments folder

* Allow setting container name and container version in install template command

* Use base template url as optional parameter in template commands

* Update picture paths in assets

* Only trigger templates workflow if there are changes in assets folder

* Add template list and template definitions to assets

* Add hosted templates and update paths

* Rename templates
