Continue "action" for Windows and Linux (#82)

- Move os.Exit to AfterUpdateCheck (was being called during tests causing premature exit)
- Move apply to (keybase) Context, since it is custom behavior
- Support a "continue" UpdateAction for linux and windows
- Windows, linux return continue, nil response is error
