refactor: introduce simpler env stanza db (#8447)

This allows us to define env related values outside of a single module with two concrete benefits:

* No module dependency cycles since not everything has to go through Env_node
* Very specific options live closer to where they are used

In addition, we take the opportunity to fix the issue of setting formatting options in the workspace file.
