Run with python 3.11 (#3068)

* Run with python 3.11

Update the balrog agent and backend to run with python 3.11, along with
associated tests.

* Re-generate requirements files with python 3.11

* Add CI task to run client tests with python 3.11

Keep the existing tests with python 3.9, but add an extra task with
newer python.
