Pm 2802 simplify portal plonemeeting (#254)

* - Moved `ToolPloneMeeting.getMailRecipient` to utils;
- Moved `ToolPloneMeeting.getAdvicePortalTypes` and `ToolPloneMeeting.getAdvicePortalTypeIds` to utils;
- Moved `ToolPloneMeeting.getAvailableMailingLists` to utils;
- Removed no more used `versions_history_form.pt`.

* Completed Migrate_To_4211._updateDataRelatedToToolPloneMeetingSimplification

* Moved `ToolPloneMeeting.isPowerObserverForCfg` to `utils.isPowerObserverForCfg`.

* object_values expect a list of class names, not portal_types

* isPowerObserverForCfg is now available in safe_utils, migrate it from tool

* Fixed test_pm_SearchItemsToValidateOfMyReviewerGroups that was not executed after prevalidation activation

* isort [ci-skip]

* Use <h2> instead <h1> in history template [ci-skip]
