Improved description of supported Ansible/Python versions and sanity test run

Details:

* Improved the description of the test environment exclusions for the
  boolean run_sanity_* variables in the Makefile, and the way they are
  performing the check for excluded environments.

* Moved the tables of supported Ansible and Python combinations from
  the development section into the inatallation section where we
  already had incomplete information about the combinations.
