CONVERT TO NEW Catalyst::Plugin::SimpleCAS (1.000)

Setup of the SimpleCAS controller is now handled by loading
Catalyst::Plugin::SimpleCAS (just released to CPAN, v1.000). The new
version is now required (both at runtime and is now listed in dist.ini).

Also bumped the min versions required for Catalyst::Runtime (now
5.90104) and Plack (now 1.0039).

Also added Catalyst::Controller::AutoAssets to dist.ini (which isn't
actually needed because its already runtime required, however, dist.ini
is now being used as a reference to see what deps the module has, so its
now been added, more for human purposes than anything else)
