IGVF-1260 Paginate multiplexed sample tables (#368)

* Update npm packages.
* Add table counts to all tables, sharing the count-display component with list and report views.
* Add new PagedDataGrid component in preparation for adding a pager to it.
* Finish the PagedDataGrid component. Sample tables now get paginated if they have enough items.
* Renamed and moved the count.test.js Jest test to the components/__tests__ directory.
* Improve the `<PagedDataGrid>` documentation.
* Redo how `<PagedDataGrid>` handles parent managed vs automatically managed cases.
* Add Jest tests for `<PagedDataGrid>`.
* Add scroll indicators to all sortable tables.
* Make the summary and donor columns of the sample table non-sortable.
* Correct some comments.
* Update package-lock.json after rebase to conflicting dev.
